Special Child Welfare Allowance (SCWA)
The Special Child Welfare Allowance (SCWA) program is intended to assist families with the cost of additional services and supports incurred in the at-home care of children under the age of 18 years with intellectual and/or physical disabilities.
The intent of the program is to eliminate or minimize the financial burden that may sometimes be present when a family maintains a child with a disability at home. Services offered through this program must be specifically related to the additional needs resulting from their disability. Individuals and families seeking financial assistance with the cost of home support services must undergo a financial and clinical assessment by the appropriate health care professional.

SCWA Program is based on the following:
  • The most appropriate place for children with disabilities to live is with their natural parents.
  • Assistance should be provided to families so that children remain at home and that the special needs of the child are addressed in an appropriate manner without financial burden on the family.
